Home Repair Assistance May Be Available for Carrollton Homeowners

As everyone knows, major home repairs can be very expensive, especially when an air conditioner stops working, a roof begins leaking, or an urgent plumbing or electrical issue develops.
The City of Carrollton offers several programs that may help qualifying homeowners complete repairs that improve the safety, accessibility and condition of their homes.
Emergency Repair Grant
Eligible low-to-moderate-income homeowners may qualify for up to $7,500 for urgent repairs needed to keep a home safe, sanitary, and habitable.
Eligible repairs may include:
• Replacement of a nonworking air-conditioning or heating unit
• Serious plumbing problems
• Interior damage caused by an active roof leak
• Certain accessibility modifications
The program doesn't cover cosmetic remodeling, foundation repairs, fence repairs, tree removal, or walkway repairs.
Minor Home Repair Program
Eligible homeowners may qualify for up to $15,000 for essential repairs, including:
• Siding, fascia, and exterior trim repairs
• Exterior painting connected to necessary repairs
• Roof repair or replacement
• Accessibility modifications
• Emergency plumbing or electrical repairs
This assistance may be provided as a forgivable loan. Depending on the amount of assistance, a lien may be placed on the property for a required period. Homeowners who remain in the home and follow the program requirements may not have to repay the assistance.
There are basic eligibility requirements. Applicants generally must:
• Own and live in a single-family home within Carrollton city limits
• Use the home as their primary, year-round residence
• Meet current household-income requirements
• Be current on property taxes, City utility bills, and mortgage payments
• Complete the application and receive City approval before any work begins
• Meet all other program and property requirements
Funding is limited, and meeting the basic eligibility requirements does not guarantee approval.
Neighborhood Empowerment Zone Programs
The City also offers additional assistance for homes located within one of Carrollton’s designated Neighborhood Empowerment Zones.
These programs may include:
• Up to $20,000 in reimbursements for qualifying exterior improvements
• Assistance for repairs needed to meet City code requirements
• Certain permit fee waivers
• Demolition and rebuild incentives
• A possible City property tax rebate for qualifying new construction
These incentives are not available citywide. Homeowners should use the City of Carrollton's official address checker to find out whether their property is located within an eligible zone.
Sidewalk Assistance
Sidewalk and walkway repairs are not covered by the home repair grants. However, Carrollton does offer a separate 90/10 Sidewalk Replacement Program. For eligible public sidewalk sections, the City pays 90 percent of the replacement cost and the homeowner pays 10 percent.
