February WNA President's Update

Hello, Neighbors! As we start the month of February, I’m excited to share some important updates with you. We recently had our first Board Meeting of 2025 on Thursday, January 30. We discussed several topics, including the ongoing efforts to address STR concerns, neighborhood events planning, our upcoming Neighborhood Survey, and opportunities to get involved with Committee Volunteering.

As always, transparency and open communication are key values for us, so we’ve decided to address questions submitted to us directly by a concerned member. As you can see below in the Q&A, I’m here to provide answers and keep you informed about everything happening in our community:


Q&A

1. Rental task force status and which officer(s) are working on the project? Patti Patak, our Vice President, is working with our counterparts in surrounding neighborhoods and will be addressing and attending meetings as needed. This includes concerns about Short Term Rentals (SRTs).


2. WNA/City relations and which officer(s) are involved on a daily basis? I will be the main point of contact for City of Carrollton relations. This isn’t something that needs to be handled daily and will be addressed as needed.


3. Reports from each officer regarding specific tasks as prescribed in the bylaws along with those assigned by the President? The Bylaws outline each of the officers duties.


4. Provide duties and current roster of block trustees? Our “Block Trustees” are now known as “Block Captains.” You can view who the current Block Captains are here. As you’ll see, we do have opportunities to volunteer! As for their duties, they are spelled out in our Bylaws, Article VIII, Section 1.


5. Provide a list of Woodgate common area property as described in the 2024 bylaws? The common area property is our entrances to our subdivision.


6. Review and explain need for ongoing liability insurance? Needed for officers and for general liability insurance for our neighborhood functions.


7. Explain the difference between a homeowner and a member? As noted here on our website, Membership in the Woodgate Neighborhood Association (WNA) is automatic for each resident who lives in Woodgate. Paid Membership in WNA is OPTIONAL (also known as voluntary) and not a requirement for home ownership in the subdivision. Paying the yearly dues is highly encouraged and provides added benefits such as voting rights, the ability to be on the Board, contributing for keeping our subdivision entrances, and more.


8. Review and explain the statutes that govern WNA? Please refer to our Bylaws.


9. How does the “board” interpret: Sec. 22.103.  INCONSISTENCY BETWEEN CERTIFICATE OF FORMATION (ARTICLES OF INCORPORATION) AND BYLAW? TBD. If you have any questions, you can contact me directly.


10. If not the President, which officer is making executive decisions on a day-to-day basis, particularly regarding expenditures? The Board makes the decision collectively.


11. Explain the circumstances regarding the unprecedented decision to spend Woodgate funds for the benefit of non-Woodgate homeowners? This was a community building event. It was our intent to have Holiday in the Park benefit community relations and create an event we could all enjoy during the holiday season. It was our way of reaching out and developing connections to our surrounding neighbors and fostering relationships to make future Holiday in the Park events possible with funds from all communities.


12. If not the President (per bylaws), name the person in charge of communicating “official” information to homeowners? WNA Information and updates come from the Board. Brian Penrod oversees our communication channels (website and social media) and distributes that information accordingly. Brian also provides additional timely updates as well.


13. Year-end financials? Patti Patak provided year-end financials to the concerned person on Friday, January 31, 2025 and they're available for review to any paid member. Please contact Patti for information.


14. Status of excess funds from 2024? Funds are currently in a CD accruing interest and are marked for capital improvements as needed.


15. Is all business of the association determined by a vote the homeowner members with a quorum? No. Business is handed by the elected Board.


16. Discuss the “Board’s" position regarding dues, and membership? As stated earlier, Membership in the Woodgate Neighborhood Association (WNA) is automatic for each resident who lives in Woodgate. Paid Membership in WNA is OPTIONAL (also known as voluntary) and not a requirement for home ownership in the subdivision. Paying the yearly dues is highly encouraged and provides added benefits such as voting rights and ability to be on the board.


17. Provide a list of WNA’s enforcement powers against homeowners? WNA follows and refers to City of Carrollton Code Enforcement. You can submit code violations to the City of Carrollton from our website home page.


18. Provide a list of assessment powers toward homeowners? None.


19. Provide current number of contributing members? Since it is just the beginning of the year, we’re currently actively recruiting and gaining paying members daily. If you’d like to pay your dues, you can pay online via Zelle or PayPal.
